SomapaIT Delivers Papua New Guinea’s Digital Arrival Card: A Model for Multi-Agency Border Management

Somapa Information Technology (SomapaIT) is proud to have partnered with the Government of Papua New Guinea in delivering the country’s new Digital Arrival Card (PNGDAC), launched by the Immigration and Citizenship Authority. The PNGDAC marks a transformative step forward in modern border management, replacing paper-based entry forms with a digital solution that strengthens national security, facilitates the movement of travellers, and provides government agencies with accurate data to support risk detection.



The PNGDAC is a truly multi-agency platform, developed to bring together the priorities of immigration, customs, and quarantine agencies. In doing so, the solution ensures that border control, customs compliance, public health, and biosecurity objectives are addressed through a single platform. The traveller experience was also a core consideration in the design, with passport scanning and on-arrival kiosks making the system easy to use for applicants while also improving the accuracy and reliability of data available to agencies. By streamlining processes and enabling secure, timely information sharing, the PNGDAC not only accelerates traveller clearance but also reinforces Papua New Guinea’s capacity to protect its national and biosecurity interests.



SomapaIT embedded a team on the ground throughout the final development and roll-out of the PNGDAC, ensuring that the system was customised to the country’s operational realities. Beyond the technology itself, SomapaIT’s end-to-end service expertise extended into operational procedures, communication strategies, and even supporting the creation of promotional materials.

The PNGDAC is the second digital arrival card solution delivered by SomapaIT, following the Thai Digital Arrival Card (TDAC). While each system reflects the unique demands of its environment, both demonstrate how technology can deliver a balance of security and facilitation, enabling countries to strengthen sovereignty while enhancing the traveller experience.
